What diet and workouts to follow to gain muscle if currently underweight?

I am underweight- about 130 lbs, and about 5′ 11″ (5 foot 11 in). I am very skinny/scrawny/bony but do try to work out. What kind of diet should I follow and what workouts should I try to aim for to gain more muscle and look healthier? Please some suggestions would really help.

    Eat a low carb high protein diet and exercise with both cardio and resistance training. Dr Atkins low carb diet is a great way to reduce body fat, and because of the high protein, you wont lose muscle.
    Exercise always take care of your body by drinking lots of milk and water every days do at least 30 sit ups per week and by 2 weeks you could lose up to almost 10 pounds
