What are some healthy waist and stomach measurements to aim for?

So…I am looking to lose some weight, but don’t know what to aim for. I don’t have a naturally slim waist – as in I’m nothing like an hourglass figure. At the moment my waist is 31 inches. I have a bit of podge round it. So would 2 inches off it be a healthy aim?
Also, do you consider it healthy when the hip bones are slightly protruding, or is that too skinny? Thanx.
