That last layer of fat is always the hardest! To do this quickly I would do a carb cycling diet. Restrict your carbs to almost 20 grams or less for 2 days and then on the third day you will carb load ( 150-200 gram). Follow this cycle along with intense exercise and you will see those abs in no time!! Also drink as much water as you can throughout the day to expel any water you may be holding onto. More water in = more water out and the less your body feel it needs to store..so stay hydrated!
