BULK. It actually depends. If you want a clean bulk, you should eat healthy, HIGH PROTEIN, and workout normally (but heavily :D) and keep the cardiovascular exercises low, but don’t stop doing them. “Unhealthy” bulk or “dirty” bulk, what ever you want to call it, is eating whatever you want, again eating foods high in protein, and working out normally yet heavily.
