As someone new to lifting and working out it is not rare to gain muscle mass while losing body fat. However if you are a lifting veteran then it is tough to do this.
My suggestion is to eat about 200 calories less than your maintenance calories a day. Lift hard 3-5 days a week, and do mild to moderate (walk/jog) cardio 5-7 days a week. As you do this you should slowly start to get in better shape, burning fat, and if you’re diet is good and are getting enough protein you could put on some muscle mass as well.

yes. Most definitely. When you lift weights, you are gaining muscle, and when you do your cardio, you are burning the body fat.
