    hey there….
    unfortunately yout cannot just lose weight from one area, if you diet and excercise you will lose weight everywhere! You could tone the upper body to make it look firmer and more in shape but as stated it is impossible to ‘spot’ reduce, you will lose weight everywhere.
    OR you could initially lose the weight to get the upper body in the shape you want THEN gain muscle on your legs/hips to put size back on them…
    other than this unfortuantely your asking for the impossible…GOOD LUCK WITH YOUR DECISION

    Plus you should do strength training. This will tone your whole body and will help you lose weight from problem areas nicely. Lookup strength training and best of luck to you
