i want to lose some of my belly and some fat off my chest….?

i used to be in great shape but then i stopped working out… i started again but i cant get the belly fat off (i do cardio and crounches) and then there is the chest fat…. wtf??? i NEED at lose that and FAST!!!! pls HELP!!!!!!
